IN-2017/023: Requirements for Providing Recorded Surveillance Data by ANSPs to the CAA or the AAIB as Required in CAP 670 SUR10
The purpose of this Information Notice is to remind the ANSPs of their obligations for providing recorded surveillance data to the CAA or the AAIB following an accident or an incident. It also clarifies the expectations of the CAA and the AAIB as regards the data required, and provides advance notification of changes to current CAP 670 policy statements affecting surveillance recording and replay systems.

IN-2017/022: Type Rating Instructor (Aeroplane) (TRI(A)) & Synthetic Flight Instructor (Aeroplane) (SFI(A)) Revalidation and Renewal
In addition to the information contained in IN-2016/043 this IN confirms that an applicant for a revalidation of an SFI certificate shall have completed, within 12 Months plus the remainder of the month in which the proficiency check was passed, a proficiency check on each of the types for which privileges are to be revalidated. It further clarifies that a TRI holding priviledges in addition to ‘FFS’ will need to be assessed in a control seat in the FFS during part of a TRI AoC.

IN-2017/021: Verification of Third Country ICAO Licences
The purpose of this Information Notice is to introduce form SRG2142, for the verification of Third Country ICAO Licences. This application form is relevant to persons wishing to apply for a licensing service with the UK CAA on the basis of credits from a Third Country ICAO Licence. Submission of the form grants the UK CAA permission to request confirmation from authority that issued your ICAO licence and medical certificates that these are current, valid and not under any pending or current enforcement action.

IN-2016/043: Type Rating Instructor (Aeroplane) (TRI(A)) & Synthetic Flight Instructor (Aeroplane) (SFI(A)) Revalidation and Renewal
This Information Notice clarifies the requirements for the revalidation and renewal of SFI(A) certificates and TRI(A) certificates that include ‘aircraft’ privileges. It also includes information regarding SFI(A) privileges and conditions.
This Information Notice supersedes IN-2015/064.
Version 2 has been updated to include changes to Paragraph 2.2: A TRI AoC in the FFS must include demonstration of skill relevant to instructing priviledges held. Therefore TRIs wishing to Renew or Revalidate TRI qualifications which include ‘TRI(A) FFS and LIFUS Instructor’, ‘TRI(A) A/C (T/os and ldgs only) and LIFUS Instructor’ or TRI(A) A/C and FFS should be assessed in a control seat in addition to the IOS during the AoC. A TRI(A) only Renewing or Revalidating in the FFS can be assessed solely in a control seat in the FFS. (FCL.935).

Current UK legislation requires that affected pilots should complete the process of licence validation by 25 August 2016, but administrative delays due to failures to amend necessary application forms require adoption of temporary processes using old forms.

The purpose of this Information Notice IN) is to notify all persons who may be associated with the operation of small unmanned aircraft of the new Order and to provide guidance on the effects of the changes. From a small unmanned aircraft perspective, the changes to the order primarily consist of a renumbering of the articles and a change of the layout of the document, and there are no significant amendments to the actual regulations. However, those that have a need to make reference to the Order or the relevant articles should take careful note of the changes.

The purpose of this Information Notice (IN) is to alert all balloonists of the publication of a new permission and exemption ORS4 1157 which allows any hot-air balloon (the ‘balloon’) to take off or land within, and to fly over, a congested area of a city, town or settlement below a height of 1,000 feet above the highest fixed obstacle within a horizontal radius of 600 metres of the aircraft, subject to the conditions specified in the permission and exemption.

IN-2016/020: NOTAM Policy Procedural Changes
The purpose of this Information Notice is to raise awareness of procedural changes to NOTAM Policy. It replaces an early Information Notice (IN-2015/102) and contains minor operational changes.
The policy introduces procedural changes with the objective of increasing efficiency in the way NOTAM are managed and reducing the duration they remain in the NOTAM system. NOTAM with permanent information will be incorporated into an appropriate place holder within the UK AIP, by the next available AIRAC date.
Transition from AIS to AIM within the UK in accordance with the ICAO Roadmap, has resulted in the CAA and MOD agreeing to develop a joint and integrated approach. Accordingly under the joint and integrated approach, Military series messages (aeronautical warnings) to pilots will be discontinued and issued as Civil NOTAM.

IN-2016/015: Publication of CAP 764: CAA Policy and Guidelines on Wind Turbines Issue 6
The purpose of this Information Notice is to promulgate the publication of Issue 6 to CAP 764: CAA Policy and Guidelines on Wind Turbines. Issue 6 is publicised following a lengthy consultation with both external and CAA stakeholders. It simplifies radar effects paragraphs and returns the more complicated radar detail to CAP 670. Potential Mitigation Measures were also taken directly from CAP 670 therefore detailed explanations are removed from CAP 764 with only a summary retained. Issue 6 also incorporates CAA Policy Statements on the ‘Lighting of Wind Turbine Generators in United Kingdom Territorial Waters (22 November 2012)’ and the ‘Failure of Aviation Warning Lights on Offshore Wind Turbines (27 April 2012)’. CAA Policy Statement ‘Lighting of En-Route Obstacles and Onshore Wind Turbines (1 April 2010)’ remains extant. Appendices concerning radar assessment methodology and references are removed, the latter being comprehensively covered by hyperlinks and footnotes within the document. Issue 6 has been comprehensively reviewed and updated where necessary to reflect current information and practices. It replaces Issue 5 completely.

IN-2016/013: Planned Withdrawal of Retail Very Low Bandwidth Leased Lines (Analogue Private Circuits and KiloStream)
British Telecom (BT) is withdrawing all its remaining sub-2Mbit/s leased lines, (sometimes referred to as very low bandwidth leased lines, Analogue Private Circuits or KiloStream), on 31 March 2020 and it is vital that all remaining users migrate onto other services before that date. It is highly likely other communication providers will withdraw similar services if they utilise parts of the BT infrastructure. The purpose of this Information Notice (IN) is to raise awareness of the forthcoming withdrawal and ensure service providers have adequate time to assess the impact of the change on their operational and business systems.

This Information Notice sets out the means by which the holders of UK-issued Part-FCL licences may qualify for an IR via this route.

The third amendment to the Aircrew Regulation (Regulation (EU) No. 1178/2011 as amended), has introduced a new rating for flight in accordance with the Instrument Flight Rules (IFR) in aeroplanes. It is called the En-route Instrument Rating (EIR). This Information Notice sets out the means by which the holders of UK-issued Part-FCL licences may qualify for an EIR. (Part-FCL is Annex I to the Aircrew Regulation).

IN-2015/119: NATS VOR Replacement Programme
The NATS has historically operated 46 Doppler VHF Omni Range (DVOR) navigation beacons across the UK to provide an en-route navigation service as either stand alone beacons or co-located with Distance Measuring Equipment (DME) beacons. The age of these facilities means that either replacement or withdrawal has become necessary. In line with the ECAC-wide Navigation Strategy and following the extension of the mandate for the carriage of RNAV equipment to all levels in controlled airspace, the CAA has approved in principle a reduction in the VOR infrastructure from 46 to 19 sites. Equipment at the retained sites will gradually be replaced and each replacement will result in the facility being unavailable for use for approximately three months with any co-located DME also being unavailable during this period.

IN-2015/118: Halon 1211 – Fire Extinguishing Agent – Removal from Use at Aerodromes
Halons are ozone-depleting substances listed as controlled substances in Group III of Annex I to Commission Regulation (EC) No. 1005/2009. Their production in EU Member States has been banned since 1994, in line with the requirements of the Montreal Protocol. Their use, however, continues to be permitted for certain ‘critical uses’ including use on Airport Rescue and Firefighting Service (RFFS) vehicles, and to protect aircraft in hangars and maintenance areas.
The purpose of this Information Notice (IN) is to remind aerodrome operators that the above ‘critical use’ permission ends on 31 December 2016 after which the Halon must not be used.
