AVIATION HOUSE, GATWICK – 21 OCTOBER 2008

UKFSC CE MEETING SUMMARY

·        CATCC Agenda.

·        John Benyon to take over as Chair after David Chapman’s promotion.

·        Rich Jones –UKFSC now full Member of the CATCC.

 

·        ITEM 3. Matters Arising:

 

o       CAP 168 - LVP issue/autocouple/Cat 1 approaches and effects on traffic flows – safety versus runway capacity?

§         Change to CAP 168 means that the airport should make its own criteria and judgement on cloud base etc for LVP intro, not CAP criteria.

§         CAP Extract of the changes will issued in the Notes of this meeting.

 

o       Approach Ban point. Derogation on the 1000’ approach point – agreed by EU Commission now – FODCOM will be issued shortly.

 

o        Guidance on ‘Turns on Runway’ post engine failure and RTO - FODCOM under development. Extract provided to CATCC for comment to the Sec.

§         Actions on wide body and narrow body may be different – time critical actions to be considered first. Probable advice would be to stop on runway and stay there for ease of access by the fire crews.  FAA website has Manchester incident schematic which may add value to training input.

 

·        ITEM 4. CATCC Terms of Reference Review to confirm the CATCC is meeting its remit. Is the role still valid? The agenda could include an ICAO update. Frequency of meetings – currently 3 per year Feb/June/Oct appear sensible. Draft TORs will be issued and comment sought for the next meeting.

 

·        ITEM 5.  Redefinition of ILS critical and sensitive areas. State letter suggests changes to ILS safety critical area due to larger ac – A380 etc interfering with ILS aerial output. NATS intent is for 15 nms spacing now for large ac.  CAA looking at this issue with NATS. The ultimate outcome may be to create the need for major infra or ILS aerial position changes. The CAA believes a comprehensive review of the guidance is necessary and an impact assessment is needed to inform a detailed response to the State Letter.

 

·        ITEM 6.  EU-OPS/IR Ops Update. 

 

o       EU-Ops requires each state to brief its own FTL/standby/rosters situation. 

o       Annex 2 AOC holders who can’t operate under EU Ops – an arrangement is being developed in order that they operate under a UK C of A. Derogation is being sought.

o       Derogations applied for (inc safety case) by the CAA on the Approach Ban Point and on Hand baggage allowance guidance.

o       Exemptions (no safety case needed and EU has to say why it would be unsafe) requested by the CAA for Cabin crew interphone requirements with no cabin crew and for IRE approved MMELs.

o       ANGR performance exempt for 2 months now over. Further exempts issued by the CAA to those operators with older ac types. In general, most Flt Manuals have now been found to be compliant to EU Ops.

o       EASA Basic Regulations are now being developed.  IRs will be distributed for consultation in the next couple of months. NPA for Org and Authority to be published for comment by Jan 09. Air Ops NPA out for comment by Feb 2009. CAA have internal groups addressing the NPAs and co-ording their output. Industry is encouraged to respond directly into EASA. Workshops will be held at EASA for those wishing to get directly involved. The Industry need to be compliant by 2012

o       A stakeholder meeting to be held at CAA in Jan 09 for presentations by EASA on their IRs etc.

o       EASA appear to be seeking a more collective approach to operational oversight by NAAs in the international operations context.

 

·        ITEM 7. FOI. Disclosure of MOR information to media was raised as a concern.

CAA SIDD is seeking legal advice on how to minimise safety information released to the media to protect open reporting  Confirmation given by the CAA that MORs are not released to the press.

 

·        ITEM 8. PRNav waypoint names. Importance of careful selection of names for PRNav to save confusion on R/T.  SIDs and Stars nomenclature is being reviewed by NATS now – similar action on naming of the PR Nav waypoints would be sensible.

 

·        ITEM 9. Climb and descent procedure phraseology and procedures during a SID or STAR.  ICAO to introduce a system where compliance of  SID and STAR is to be followed and climb/descent only takes place at the end of the SID/STAR.  To be consistent with the rest of the world, the CAA will bring this in from Mar/April 09.  Notification on procedures and phraseology to be issued in due course.

 

·        ITEM 10.  RNP and RNP(AR) Approaches. EASA has issued approval in AMC 20-26 on the use of these approaches. However, Operators and aircraft will need to be certified to do RNP(AR). Airbus has aircraft certification, but Boeing does not – yet! Suggestion made about pressuring some countries to get these approaches financed in order to address the numbers of unstable approaches at some of the more challenging airports.

 

·        ITEM 11. AOB

o        A brief Exec Summary to be produced to reflect the discussion at this meeting? Test case this meeting output and see how useful they are.

 

o       Should business aviation be represented by an additional trade org?

 

o       FAME in Jet A1 fuel mentioned to keep the industry informed on progress.

 

o       An incident created by the use of the ‘land and hold short’ procedure in Canada is being investigated. Plus higher levels of unstable approaches at Canadian destinations now being noted due to late runway changes.

 

o       Next meeting 3 March 09 suggested.
