UKFSC CE MEETING SUMMARY

 

·        Focus of the meeting was to review the BASP Action plan.

·        BASP AP – 1a

o       TCAS awareness material is under development with NATS/FSI

o       It is vital that the main target audiences for the material are identified on a comprehensive database

·        BASP AP 1b

o       To heighten awareness, TCAS /level bust articles will be published widely including FOCUS/Flight

o       BASP members to seek other players to write similar inputs – Shell for example

o       There is a need to advertise the work of the BASP – draft to be provided by the Chair for consideration

o       Skybrary /Eurocontrol permission required to publish relevant Safety Notice Info. UKFSC CE to pursue.

·        BASP AP 1d

o       TCAS Advice Availability – FODCOMs and AICs have been issued

o       Skybrary has useful TCAS info.  FOCUS articles to SIDD for consolidation in to

·        BASP AP 1e

o       ACEP is another valuable forum available for Business aviation issue promotion

·        BASP AP 1f

o       VIP VLJ investigation/evaluation ongoing through Eurocontrol

o       Initial report out on Project Eval in Jan 09.

o       Need for a balanced view of the trial results by BASP

o       BASP members to push the need for TCAS II for all VLJs with all forums

o       Target manufacturers and buyers need to engaged with the safety argument and education

·        BASP 2a

o       Responses to RAs – many unacceptable excuses for ignoring the RA – BASP needs to push the safety arguments to counter such excuses in all forums

o       This should equally apply to level busts

o       Possible presentation at the VLJ conference at RAeS in Mar 09.

·        BASP 2b

o       Runway incursions – numerous technology, procedures and other solutions are in development worldwide. The FSF Runway Safety Initiative is a useful source

o       UKFSC CE to track the outcomes of the MAST initiatives (van run) and inform the BASP

·        BASP 3a

o       Business Jet Safety Report – Chair push to have it formally published

o       Informally published already to BASP and actions are being derived accordingly

 

·        BASP 3b

o       A Launch Statement for the Safety Report, when issued, could also include BASP statement of intent.

o       Report has specific actions which will need further analysis from SIDD

·        BASP3c

o       Illegal Public Transport is a continuing problem area

o       BASP message needs to target the passengers as well as the perpetrators

o       Potential loophole may exist to allow a non-AOC fare paying service

o       Insurance brokers could offer publicity to condemn loophole exploitation

o       DfT will publicise legal cases where they usefully demonstrate the dangers

·        BASP 4a

o       Language proficiency actions in place in other forums

·        BASP 5a/b/c

o       Poor operational standards by foreign business crews could be targeted by the increasing DfT ramp checks  – too early to assess their success

o       EASA are looking at quotas for ramp checks but may not be targeting the business jet sector

o       DfT are exchanging info on ramp check findings with EASA and will share this with BASP in due course.

o       On airspace abuse/error issues – this is a difficult area to police – ramp checks can be targeted against likely miscreants but these are expensive and not sufficiently reactive to be effective.

·        BASP 6a

o       Use of headset and the need to consistently wear them is the issue and needs further thought by the BASP as to how this could be addressed.

·        BASP 7a

o       A business jet safety briefing will at the RAeS on 17 March 2009 for financiers and insurers. Some liaison needed between BASP members to cover the topic comprehensively.

·        BASP 8a/b

o       The attendance at the NATS Safety Briefing at EBACE proved disappointing so we need to seek other opportunities to get to the pilot audience and not just the flight safety community.

o       Specific airfield information tied into more generic safety information for NATS airfields was being developed by NATS which could be usefully spread out to other BA airfields. This will be pursued through the AOA.

o       A further output of UK airspace publicity to be investigated by AOA.

·        BASP 9

o        RTF Exam examples to help improve RT standards, both as a self help and as an actual exam for airline trainers, is available. A NATS SPA Initiative.

·        BASP 10

o       NATS activity had been covered throughout the meeting

 

Training Research Project Brief

 

o       Business accident analysis showed 80% were due to Loss of Control. Factors were:

o       Poor training procedures and tracking of student progress in training

o       Loss of pilot skills due to procedures at airports forcing use of ac automatics rather than manual flying

o       Is the third pilot doing what he should in the electric jet era?

o       Is the training right – in the right order – groundschool/sim for example.

o       Analysis of control inputs to achieve actual flight profile has been undertaken at Cranfield. A 737 single eng approach data from many experienced crews has been complied for comparison with FDM outputs.

o       This approach could be applied to business jets also to provide a valuable source of info for application to the BA sector.

o       High level CAA proposal was to:

§         Form a collaborative group of

·        Training org

·        SRG

·        Cranfield

·        A biz jet operator

§         MOU and contract is under development

§         Initial focus will be on data and info collection

§         Produce an initial report

o       BASP support the initiative and will seek participation and support

o       Seeking measurable outcomes for the BASP to judge success of actions taken

o       Cautious selection of issues to action by the BASP to ensure that we have the necessary levers of influence and can make a difference.

o       Upset recovery is another topic to be added to the agenda

o       Next meeting late March early 2009 at Gates and partners
