This Information Notice is to advise that the Civil Aviation Authority has launched a formal consultation with UK aviation stakeholders on the policy to introduce a Harmonised Transition Altitude of 18,000 ft in the London and Scottish Flight Information Regions.

IN-2012/005: Release of Controlled and Segregated Airspace Information Notice 2011/071 detailed the receipt of a joint NATS/BGA proposal concerning the release of a 1000ft vertical section of controlled airspace to the south of Gatwick Airport. The Director, Airspace Policy, subsequently approved the proposal for implementation on 17 November 2011.

IN-2011/146: Receipt of an Airspace Change Proposal: Greater Wash Transponder Mandatory Zone (TMZ) This Information Notice concerns the submission of an Airspace Change Proposal (ACP) to establish a Transponder Mandatory Zone (TMZ) in the North Sea in the vicinity of the Wash.

The initial consultation was extended from 21 Oct 2011 until 21 Nov 2011 in order to solicit feedback on a change to the proposed ceiling of the TMZ (from FL65 to FL100). This feedback document summarises the feedback and responses for the entire consultation process.
Two TMZs are proposed as a measure to mitigate against the impact on ATC systems of off-shore wind farm developments in the Greater Wash area.
Arising from the feedback from consultation, three changes have been made to the proposed TMZ design. These changes are:
1. Following feedback from the MOD the NE edge of the Humber Gateway TMZ has been moved so that it is aligned with the boundary of D323B.
2. Following feedback from GA, the SW edge of the Humber Gateway TMZ has been moved to give a wider corridor for non-equipped VFR flights to fly along the coastline. Northbound VFR traffic will be able to follow the coastline observing ‘ANO Rules of the Air Rule 16, Right-hand traffic rule’. At its closest point to the coast the TMZ is 2.53km (1.37nm) from the coastline.
3. The ceiling of both TMZs presented in the consultation was FL65. As a result of feedback this has been raised to FL100.

Should you wish to make any comments on these proposals, an on-line submission form is available accessible from the consultation web page.
The consultation runs for a period of 12 weeks and concludes on Wednesday 21 December 2011.

You should already be aware that the CAA’s Director of Airspace Policy approved NATS’ proposal to implement Transponder Mandatory Zones (TMZs) under the 1500’ stubs of the Stansted Control Area (Stansted CTA). You can see the CAA’s announcement at the CAA Website. The TMZs will be implemented on Thursday 24 September 2009 by means of the Air Navigation (Restriction of Flying) (London Stansted Airport) (No. 2) Regulations 2009 (S.I. 2009/2020). The SI is available to read online at: http://www.opsi.gov.uk/si/si2009/uksi_20092020_en_1.
Please find attached a copy of the appropriate Yellow AIC 076/2009 as well as a poster describing the TMZs. Please be aware that this is an advance copy of the AIC and full distribution will be made from 10 September.
Please amend any relevant charts and distribute this information to any pilots who may be affected by the change.
