CAP 796: Flying on Business - a Study of the UK Business Air Travel Market This report on UK business air travel is made up of two separate studies by the CAA. The first was published in May 2009 as UK Business Air Travel: Traffic Trends and Characteristics which examined how UK business traffic has changed by sector (long haul, short haul and domestic) between 1996 and 2007, and the characteristics of business passengers. It also looked at the expansion of the Business Aviation sector, which provides on-demand air services using small business aircraft, typically with fewer than 15 seats. The second was published in December 2010 as Flying on Business: a study of the UK business air travel market which further developed the analysis from the first study. It examined the drivers of UK business air travel and how they have been affected by the recent recession. It also looked at how companies manage their business travel, the changing role of travel management companies, how airlines compete for business travellers, and what may affect the demand for business air travel to and from the UK in the future. Because the two studies are largely complementary, they have been combined into a single document for ease of reference. The first study forms Part 1, and the second study forms Part 2.

The Manual of Air Traffic Services contains procedures, instructions and information which are intended to form the basis of air traffic services within the United Kingdom.
It is published for the guidance of civil air traffic controllers and may also be of general interest to others associated with civil aviation. Supplementary Instructions (SIs) to CAP 493 are periodically issued ahead of routine amendments to introduce an entirely new subject, a radical change to existing instructions or to re-emphasise an existing instruction. CAP 493 should be read in conjunction with current SIs. Please note since the issue of Edition 4 Amendment 11 and the advanced copy of CAP 493, a correction has been made to reflect the removal of duplicate paragraphs after 12.6 contained in Section 3, Chapter 1, Page 11. CAP 493 SI 2011/07: Absolute Minima SI 2011/03, effective on 15 July 2011, promulgated a replacement for the Absolute Minima procedure. Operational feedback from the implementation of this procedure has highlighted that during fluctuating RVR conditions, the RT impact can become excessive. Consequently, the procedure has been refined to mitigate these effects.

CAP 493 SI 2011/05: Tactical Co-ordination in Class G Airspace A recent AIRPROX report has highlighted a varying understanding between ATS providers on the responsibilities for initiating tactical co-ordination when providing an aircraft with an Air Traffic Service Outside Controlled Airspace (ATSOCAS). Consequently, a review of this matter has been undertaken by the CAA's ATC Procedures Working Group.

CAP 670 SA 2011/01: VHF Communications Configuration Requirements for Air Traffic Services CAP 670, Part C, Section 1 COM 02 'VHF Aeronautical Radio Stations' specifies requirements for main, standby and emergency radiotelephony equipment to be used for VHF communication with aircraft. This requires that communications appropriate to the service being provided are available, and also provides Acceptable Means of Compliance (AMC). The COM 02 equipment configurations were identified and documented in the context of service level definitions, which pre-dated the implementation of the revised Air Traffic Services Outside Controlled Airspace (ATSOCAS). Therefore, there is a need to clarify how the minimum communication configurations are to be applied when providing ATSOCAS.

UK ATC providers and aircraft operators have raised concerns with regard to the CAP 493 (MATS Part 1) Absolute Minima procedure, viewing it as overly complicated, unnecessary, and applied despite the flight crew operating legally. Additionally, developments in Aerodrome Operating Minima, RNAV approaches, and All Weather Operations are impacting further on the application of this procedure. A CAA review of the Absolute Minima procedure has been completed.

CAP 789: Requirements and Guidance Material for Operators This document supersedes CAP 768 and has been designed to provide information for both AOC holders and AOC applicants on the administrative procedures involved in holding an AOC. It also provides amplification of items that the operator may wish to include in the operations manual. Some material may be used verbatim; other material may need to be adapted to apply to the specific operation. The main difference from CAP 768 is that CAP 789 also contains requirements based on ICAO SARPs applicable to AOC holders (full details are in the Foreword). Finally, it offers useful information that may be of interest and relevance to AOC holders and other operators.

CAP 612: Police Air Operations Manual Pt 1 The Air Navigation Order requires that each holder of a Police Air Operators Certificate (PAOC) provides in a Police Air Operations Manual all the information and instructions that may be necessary to enable operating staff to perform their duties. CAP778 is intended for use by departure procedure designers, ATS providers and aerodrome operations staff. It sets out requirements against which procedure designs submitted by procedure sponsors will be assessed and details how departure procedure design requirements are applied in the UK. This will lead to the uniform application of design parameters that will satisfy airspace safety requirements, provide maximum airspace capacity consistent with both safety and environmental requirements, and which will also be compatible with future Area Navigation (RNAV) procedure design requirements in terminal airspace.

This document supersedes CAP 768 and has been designed to provide information for both AOC holders and AOC applicants on the administrative procedures involved in holding an AOC. It also provides amplification of items that the operator may wish to include in the operations manual. Some material may be used verbatim; other material may need to be adapted to apply to the specific operation. The main difference from CAP 768 is that CAP 789 also contains requirements based on ICAO SARPs applicable to AOC holders (full details are in the Foreword). Finally, it offers useful information that may be of interest and relevance to AOC holders and other operators.

For many years MATS Part 1 has contained a UFO reporting process detailed in Section 6, Chapter 5. With effect from 1 December 2009, the Ministry of Defence made it known that they would no longer respond to, or investigate, UFO sighting reports.

The publication of Surveillance Ops is intended to formalise in CAP 670 long-standing material establishing ATS requirements and provide guidance on Surveillance Operations. This Supplementary Amendment will lead to the cancellation of ATSOM 39 in particular and adds amplification to the material contained in CAP 493 MATS Part 1, Section 1 Chapter 3.
