CAA Notifications on Papers and Reports
The guidance that hot-air balloon operators provide on the passenger position to be adopted during landing varies and none have been subjected to scientific scrutiny. The objectives of this study were to evaluate by numerical simulations, current methods for protecting passengers of balloons during landings, and to propose possible improvements. The protection methods include the passenger landing positions as well as the protective measures in the basket.

CAA Paper 2011/03: CAA 'Significant Seven' Task Force Reports CAA Paper 2011/03 consolidates the findings and recommendations of the joint CAA-industry 'Significant Seven' task forces into one document. The 'Significant Seven' covers: loss of control, runway overrun or excursion, controlled flight into terrain, runway incursion and ground collision, ground handling and airborne and post-crash fire. (Annex A of the Paper can be read as a stand-alone document. It summarises the key output from each of the task forces and provides an update on progress made since the task forces reported their findings.)

This report describes research work undertaken for the Civil Aviation Authority by the University of Glasgow between November 1993 and June 2008 under the study entitled Aerodynamics of Gyroplanes, instigated by the 1991 Air Accidents Investigation Branch (AAIB) review of the airworthiness of Air Command series of gyroplanes. Elements of this study include analytical, wind tunnel and flight test activities. Research included the comparison of a mathematical model of the aircraft validated against actual flight test data. The Report also presents results from a number of associated studies, a literature review, a study of teeter margin, an assessment of blade flexibility on rotor and aircraft stability and a review of BCAR Section T.

The report describes the development and preliminary evaluation of a new GPS-guided helicopter offshore approachprocedure. The project comprised piloted simulation trials to evaluate the 'flyability' of the procedure, a safetyassessment covering both the 'success' and 'failure' cases, light trials to collect geostationary satellite (EGNOS)reception data, and an assessment of likely system availability.

The report details the three-part hazard analyses performed for helicopter offshore operations on the UK continentalshelf. Part 1 addresses the use of GPS for en-route navigation. Part 2 covers the existing 'basic' offshore weatherradar approach. Part 3 deals with an 'enhanced' offshore weather radar approach which utilises existing North Seahelicopter GPS equipment to underpin the 'basic' weather radar approach. In each analysis, the individual hazardsand their potential consequences are identified and are then mapped onto conflict scenarios. The conflict scenariosare then assessed for severity and probability and the resulting risk compared with a modified JAA AMJ 25.1309 risk

The report contains guidance on good offshore helideck design practise in terms of environmental issues. This material was generated in support of Offshore Helideck Design Guidelines document published by the Health & Safety Commission on behalf of the Offshore Industry Advisory Committee Helicopter Liaison Group, and forms a section within that document. This material was originally published in CAA Paper 2004/02, and has been updated to take account of progress in several research areas. In particular, a turbulence criterion has been introduced and the original vertical flow criterion removed (see CAA Papers 2004/03 and 2008/02).
