CAA Notifications on ATSIN

 

 

 

 

The purpose of this ATSIN is to introduce the new style of CAA Communications and notify all providers of Air Traffic Services (ATS), Flight Information Services (FIS), Air Ground communication Services (AGCS) and Communication, Navigation and Surveillance (CNS) Services of the withdrawal of the ATSIN scheme from 31 December 2010.

ATSIN 192: Notification of Changes made by Air Traffic Service Providers

The purpose of this ATSIN is to remind all Air Traffic Service Providers of the need to consult with Air Traffic Standards 30 days prior to implementing any changes associated with the safe operation of Air Traffic Services.

ATSIN 191: Winter Break 2010/11 (Christmas and New Year)

This ATSIN is to inform Air Navigation Service Providers (ANSPs) of the office closures, the emergency or urgent safety related contact arrangements and to remind ANSPs to plan ahead for any foreseeable regulatory activity that may be affected by the winter break.

ATSIN 190: Change of use of Existing SSR Code Allocations

The purpose of this ATSIN is to remind all Air Traffic Service Providers of the need to consult with DAP prior to implementing any change in use of an SSR code, be it in terms of the specific volume of airspace in which a code is (or is intended to be) used, or the operational purpose for which a code is (or is intended to be) used, regardless of whether the code is from an existing unit allocation or not.

ATSIN 189: Volcanic Ash: Air Traffic Service Provision Considerations

The purpose of this ATSIN is to inform ATS providers of the CAA's revised regulatory position and associated service provision considerations when volumes of airspace, within which services are provided by UK regulated ATS providers, are predicted to be contaminated by volcanic ash. The information contained has also been provided to Aerodrome Operators via NOTAL and to Airline Operators via FODCOM.

ATSIN 188: Temporary Controlled Airspace (CAS-T) - Reclassification as Class D

The purpose of this ATSIN is to advise all ATS providers of the new CAS-T requirements. A MATS Part 1 SI will follow shortly and a full review of the Royal Flight procedures will be carried out for inclusion in MATS Part 1 Amendment 9 planned for 10 March 2011.

ATSIN 187: Winter Operations 2010/2011: Promulgation of Runway Surface Contamination Information to Flight Crews

The purpose of this ATSIN is to notify all ANSPs of the outcome from joint CAA-industry meetings regarding the exceptional weather in Winter 2009/10. It contains some best practice advice and guidance with regard to winter operations, and the promulgation of information to operators and other aerodrome users. The information contained has also been provided to Aerodrome Operators via NOTAL and to Airline Operators via FODCOM.

ATSIN 186: Mode S Interrogator Code Allocation Process and Timescales

This ATSIN describes the Mode S IC code allocation process between the CAA's DAP and the MICA Cell and notifies ANSPs of the required time scales for this co-ordination process.

ATSIN 185: Abbreviation and Mispronunciation of RTF Call Signs

The purpose of this ATSIN is to remind all Air Navigation Service Providers of the need to ensure thorough training, local competency checks and general supervision that "Type C" call signs are not abbreviated, particularly by removing the initial '0' from the flight identification suffix.

The purpose of this ATSIN is to notify Air Traffic Service Providers of the introduction of the revised All Weather Operations in EU-OPS and to highlight the requirements for these new approach operations if they choose to provide them at their aerodrome.

This ATSIN was originally issued on 22 July 2009. It has now been re-issued to include references to CAP 670 ATS Safety Requirements. Changes to the text are shown by a marginal line.

ATSIN 133: SES Compliance Matrix

The purpose of this ATSIN is to inform all Certificated Service Providers of the need to review, and amend where necessary, the SES compliance matrix they submitted to the CAA for the purposes of SES Certification.
This ATSIN was re-issued on 30 June 2009 with an expiry date of 30 June 2010. It has now been re-issued to extend its validity. The content of the ATSIN has not been changed.

ATSIN 179: Re-issue of Air Traffic Controller Licences and Student Air Traffic Controller Licences

The purpose of this ATSIN is to remind Air Traffic Control Service Providers that all Air Traffic Controllers must be in possession of a Licence that is compliant with 'the Directive' by not later than 31 August 2010.
This ATSIN was originally issued on 7 April 2010. It has now been updated to include reference to Student Air Traffic Controllers.

This ATSIN sets out the way in which the CAA will regulate Flight Inspection under SES Regulations.
This ATSIN was originally issued in January 2006. It has now been re-issued to update references to the ANO.

ATSIN 184: Volcanic Ash: Service Provision Considerations

The purpose of this ATSIN is to ensure that ATC and FIS Providers are aware of the additional service provision considerations when volumes of airspace, within which services are provided by UK regulated Air Traffic Service providers, are contaminated by Volcanic Ash. This ATSIN becomes effective from 1200 UTC on Tuesday 18 May 2010.

ATSIN 183: Effective Monitoring of Pilot Read backs and RT Discipline

The purpose of this ATSIN is to remind all Air Traffic Controllers (ATCOs) and Flight Information Service Officers (FISOs) of the importance of monitoring read backs conscientiously, correcting all errors, and maintaining effective RT discipline.

This ATSIN advises providers of air traffic control services of an Acceptable Means of Compliance (AMC) with EU Regulation No. 482/2008 for COTS CNS/ATM equipment with integrity requirements no more onerous than 10-5.
This ATSIN was originally issued on 19 September 2008. This ATSIN has now been updated to include reference to equipment with integrity requirements no more onerous than 10-5. Changes to the text are indicated by revision marks in the margins.

ATSIN 181 (Issue 3): Reporting of Volcanic Ash Incidents within UK Airspace

This ATSIN is to request that controllers report any encounters with, or experience of, Volcanic Ash reported by pilots, to the Civil Aviation Authority via the MOR system at the earliest opportunity.

ATSIN 182: Volcanic Ash: CAA Issues Guidance to open Airspace with Safety Restrictions

The purpose of this ATSIN is to ensure ATC and FIS Providers are aware of the CAA Statement and to give such providers advice in respect of the provision of ATC and Flight Information Services.

The purpose of this ATSIN is to inform ANSPs of the action that may be taken in circumstances where the CAA has observed a trend which, if not addressed, would lead it to cease to be satisfied in terms of safety and/or regulatory compliance.

The purpose of this ATSIN is to inform all ANSPs, ATS, FIS, CNS and A/G providers of the introduction of an RSS News Feed for information and news published by the Air Traffic Standards Division.

ATSIN 173: CAA Monthly Mandatory Occurrence Report (MOR) Listing

The purpose of this ATSIN is to inform all ATS, FIS, CNS and A/G providers that the CAA is making a significant change to the way MOR information is disseminated in the future.

The purpose of this ATSIN is to alert Providers of Air Traffic Services and Communication, Navigation and Surveillance (CNS) Services to this further consultation paper, and to urge strongly that Providers of these services participate in the consultation. Recipients of this ATSIN other than such Providers mentioned above may also have an interest in this consultation. This alert is in addition to a NATMAC Informative Letter circulated on 23 December 2009.

ATSIN 171: Mode S Ground Stations

The purpose of this ATSIN is to remind ANSPs having, or planning to install SSR ground stations, of the need to comply with the requirement to cease Mode A and C transmissions from 31 December 2011. This is to ensure that a key benefit of Mode S in maintaining a sustainable SSR environment is delivered.

ATSIN 167: Single European Sky (SES) - the Interoperability Regulation (EC) No 552/2004

This ATSIN replaces ATSIN 105 and provides further information relating to the Interoperability Regulation, and in particular, Article 10(2) which deals with ATM systems that were in operation prior to 20 October 2005 and which will continue to be in operation after 20 April 2011. For the purposes of this ATSIN, these systems are referred to as 'legacy' systems

The purpose of this ATSIN is to advise of the implementation of the Directive into the UK Air Navigation Order and consequential changes to the UK requirements for the training and licensing of air traffic controllers as detailed in CAA publications (CAPs). It also advises on the implementation of the European Class 3 Medical Requirements for Air Traffic Controllers.

ATSIN 166: European Requirements to Share MOR Data
The purpose of this ATSIN is to inform all ATS, CNS and A/G providers that the CAA intends to supply MOR data to the ECR with effect from September 2009. This will enable UK compliance with the EC Directive.

The purpose of this ATSIN is to notify Air Traffic Service Providers of the introduction of the revised All Weather Operations in EU-OPS and to highlight the requirements for these new approach operations if they choose to provide them at their aerodrome.

ATSIN 164: Malicious use of Lasers against Aircraft and ATS Personnel

This ATSIN replaces ATSIN 149, and provides, in addition, guidance to ANSPs on actions to be taken in the event that lasers are directed at ATS personnel.
