Terms of Reference
 

1.  Policy

 
There should be an Executive Board, established under the Constitution that shall be responsible for setting the policy, direction and the financial control of the UKFSC.
 
2.  Membership
 
The Executive Board is to be chaired by the Chairman.
 
Membership shall consist of the following executive members:
 
Chairman
Vice Chairman
Hon. Treasurer
Chief Executive
CAA representative
Non Executive Board Member (Elected)
 
3.  The Role of the Executive Board
 
The following terms of reference are set out to give the Executive Board broad guidance for the execution of their duties.
 
The Executive Board of the UKFSC is to:
 
  • Ensure adherence to the Constitution.
 
  • Make proposals and recommendations to the UKFSC for Constitutional and Policy changes.
 
  • Set the direction, in which the membership feels the UKFSC should be going and regularly review the appropriateness of such direction and the progress towards this goal.
 
  • Ensure that the Finance, External Affairs and Operational Safety Committee’s function properly and achieve their goals.
 
  • Ensure that good relationships with other aviation safety related bodies are developed and maintained.
 
  • Decide on matters referred to the Executive Board by the other Committees.
 
  • Review the Terms of Reference every 2 years.
 
Financial Management
 
  • To develop sound financial practices and policies that will protect the continued ability of the UKFSC to serve its members in both the short and long term.
 
  • To present to the UKFSC for approval each year a budget for the following year. The Chief Executive will be responsible for delivering the services within the funds put at his/her disposal.
 
  • All income and expenditure of the UKFSC will be managed and accounted for by the staff of the Chief Executive. The Chief Executive is accountable for the custody of the funds and resources of the UKFSC.
 
  • To report proceedings to members at the UKFSC meeting immediately following each Committee meeting.
 
4.  Meetings and Agenda
 
Dates
The Executive Board shall normally meet twice a year. Meeting dates are to be published at least a year in advance.
 
Agenda
The Agenda for each Executive Board meeting shall be prepared and published by the Chief Executive with the agreement of the Chairman.

  • Matters Arising
  • Operational Safety Committee issues
  • Finance Committee affairs
  • External Affairs Committee issues
  • Policy and Direction Review

Quorum
A quorum consists of the Chairman plus 3 other Executive Board members.
 
Record of Decisions
The Chief Executive is to record and publish the Record of Decisions as soon as possible after each Executive Board meeting.
